Hot Water War. The unusually named war is officially called Fries’s Rebellion. It took place in 1799 in eastern Pennsylvania, when a direct federal property tax on houses was imposed. When federal agents, precursors of the IRS, came to take house measurements for tax purposes, houseowners poured hot wa- ter on them. The leader of the rebellion, John Fries (ca. 1750– 1818), was captured by federal troops when his hiding place was betrayed by his dog. Sentenced to death, he was later par- doned by President John Adams.
