read my lips. In accepting the Republican nomination for president in 1988, George H. W. Bush (b. 1924) declared that he would not raise taxes: “My opponent won’t rule out raising taxes but I will. And the Congress will push me to raise taxes, and I’ll say no, and they’ll push again. And I’ll say to them, read my lips, no new taxes.” Bush (who did eventually raise taxes) certainly popularized the phrase read my lips, but he didn’t coin it. Neither did his speechwriter Peggy Noonan. Read my lips dates back at least to the 1970s, when it was the title of several popular songs. It means “Listen to me carefully, intently, so you hear exactly what I’m saying.”
