I first heard it used by U.S. Secretary of Defense Rumsfield in March 2004, though it is certainly much older. I’ve since heard it used in the 1965 film The Bedford Inci- dent, which concerns a sub-chaser and its terrible-tempered captain, who unleashes a nuclear attack. |
