clam chowder. By New England definition clam chowder is a dish made with clams, vegetables and milk—never with a to- mato base. Manhattan clam chowder, however, is always made with tomatoes. This great American gastronomic controversy became national news in February 1939 when Assemblyman James Seeder introduced a bill into the Maine legislature mak- ing the use of tomatoes in clam chowder illegal.
