nervous Nellie. Any very cautious, worried person, often fearful and jittery. Sometimes capitalized, the expression is said to come from the nickname of Frank Billings Kellogg (1856– 1937), U.S. secretary of state, who won the Nobel Peace Prize in 1929 largely for his successful negotiating of the 1927 Kellogg- Briand Pact, sometimes called the Pact of Paris, which con- demned “recourse to war for the solution of international con- troversies.” Briand was Aristide Briand, foreign minister of France, one of the 62 nations that ultimately ratified the agree- ment, which failed to provide enforcement measures. The name Nervous Nellie seems to have attached itself to Kellogg when he served as a U.S. senator from Minnesota (1917–23), but he was always a nervous man.
