Foggy Bottom. This derogatory name for the U.S. State De- partment in Washington, D.C., is said to have been coined by Washington Post columnist Edward Folliard in the early 1940s. Previously Foggy Bottom was a marshy area of the Potomac River where the State Department is now located. This (and the foggy gobbledygook of official State Department papers) ac- counts for the persistence of the disparaging name. |
