terrorism (n.)

1795年，特指“法国恐怖统治期间政府的恐吓”（1793年3月至1794年7月），源自法语 terrorisme，在1795年被英语界认为是革命的新词，源自拉丁语 terror “巨大的恐惧，惊慌，警报，恐慌； 恐惧的对象，警报的原因； 可怕的消息”，源自 PIE 词根 *tres- “颤抖”（见 terrible）。

“系统地使用恐怖作为政策”的一般意义首次出现在英语中，是在1798年（指当年的爱尔兰起义）。曾经有一个词用于描述某种大规模破坏性恐怖主义，叫做 dynamitism（1883年）； 在第一次世界大战期间，英国使用 frightfulness（翻译德语 Schrecklichkeit）来描述“有意恐吓敌方非战斗人员的政策”。
