Lenin apparently coined the term peaceful cohabitation in February 1920, when he referred to “peaceful cohabitation with the workers and peasants of all na- tions.” Two years later a resolution of the Ninth All-Russian Congress of Soviets used the term “peaceful and friendly coex- istence [sosushchestvovaniye]” between nations. Unfortunately, the term has always been more a propaganda slogan than a sin- cere policy of any state. |
