After World War II, Britain found that many of its highly trained and skilled pro- fessionals, often scientists, doctors, and teachers, were mov- ing to the United States, where they could obtain higher sala- ries and better working facilities. This they called brain drain, which in time suggested brain gain when industrial countries throughout the world expanded their production and began to hire more skilled people. In recent years (since about 1979), the controversial term outsourcing has come to mean, among other things, to contract or farm out work to other countries using skilled outside labor, thus depriving U.S. workers of jobs. |
