It almost certainly does: from a 1941 Peter Arno car- toon in The New Yorker which shows an airplane crash, the plane mangled, rescue squads working frantically, and the plane’s designer, plans under his arm, musing aloud, “Well, back to the old drawing board.” Partridge says it’s used “when one has to make an agonizing re-appraisal” and traces it “prob- ably” to World War II aircraft designers.
