No reference consulted lists this term, but the New York Times cites it in an editorial (8/29/01): “Lotteries have collectively taken the name ‘the fool’s tax’ because the odds of winning are so small . . . [Powerball, for example, offers odds of one in 80 million] . . . In New York State, as many as one in every eleven players is a compulsive gambler feeding an addiction.” |
